ORDER. Plaintiff has failed to meet the elements required to justify injunctive relief, and therefore his Amended Motion Requesting Immediate Preliminary Injunction and Restraining Order #18 must be DENIED. Further, because Plaintiff submitted an amended motion for injunctive relief to the Court in which he re-urges the relief he sought in his earlier denied motion, his pending Motion for Reconsideration of that motion #12 is DENIED as MOOT. However, if Plaintiff wishes to appeal the Courts current order denying his Amended Motion Requesting Immediate Preliminary Injunction and Restraining Order, he is free to do so. Because he has consented to the undersigned United States Magistrate Judge, any appeal shall be to the Court of Appeals for the Fifth Circuit. (Ordered by Magistrate Judge John R. ORDER TRANSFERRING THE CASE TO THE UNITED STATES MAGISTRATE JUDGE: After an initial review under 28 U.S.C. 1915, the Court is of the opinion that this case should be transferred to the docket of the Honorable John R. Parker, United States Magistrate Judge, for further proceedings. This case will now be numbered Civil Action No. 1:20-CV-00239-BU. (2) Plaintiff will not be assessed an initial partial filing fee because he lacks the requisite funds in his prison account to pay an initial fee; however, plaintiff will be required to pay the full filing fee of $350.00 under the PLRA.
