The motion was docketed as a petition for a writ of habeas corpus under 28 U.S.C. 2241. For the reasons discussed herein, the Court finds that Petitioner has failed to show a substantial likelihood of success on the merits of his claims, and his emergency motion for temporary restraining order must be denied.
