ORDER GRANTING APPLICATION TO PROCEED IN FORMA PAUPERIS AND SETTING EVIDENTIARY HEARING. Given the importance of ensuring that indigent litigants have meaningful access to the federal courts, the Court exercises its discretion here to GRANT Van Horne's application to proceed in forma pauperis #4 . Given Van Horne's repeated filing of inconsistent and contradictory IFP applications, and the Court's obligation to determine whether his allegations of poverty are true, the Court finds it necessary to conduct an evidentiary hearing.
