ORDER STAYING DISCOVERY. Absent an agreement otherwise between the parties, discovery for all parties will be stayed pending a ruling on the motions to dismiss or further order from the Court. See id. at 311, 313. The Court thus finds good cause to delay the issuance of a scheduling order pending resolution of all qualified-immunity motions. See Fed. R. Civ. P. 16(b)(2). Once resolved, the Court will order a scheduling conference and issue a scheduling order governing discovery, dispositive motions, and trial. Because the plaintiffs have not provided clear evidence of success on the merits or irreparable harm, they do not satisfy the requirements for immediate injunctive relief. See Enter.
