Harrell, Jr.'s Complaint, and all claims alleged therein, are DISMISSED without prejudice under 28 U.S.C. 1915(e)(2)(B) and 1915A(b)(1) for failure prosecute and for failure to state a claim on which relief may be granted. (2) Plaintiff will not be assessed an initial partial filing fee because he lacks the requisite funds in his prison account to pay an initial fee; however, plaintiff will be required to pay the full filing fee of $350.00 under the PLRA.
