Filing 14 MEMORANDUM OPINION DISMISSING CIVIL RIGHTS COMPLAINT: It is ORDERED that the Civil Rights Complaint by Plaintiff filed pursuant to Title 42, United States Code, section 1983 be DISMISSED without prejudice for failure to state a claim. Accordingly, th e Court concludes that plaintiff has failed to show that he is entitled to a preliminary injunction or a temporary restraining order.
