The Court DISMISSES Relator's federal conspiracy to commit health-care fraud claim. Because of Texas's intervention, the state is primarily responsib le for prosecuting Count III of Relator's Complaint. Relator is responsible for prosecuting all other claims alleged in the Complaint. Any relief not expressly granted in this Opinion and Order is DENIED. (Ordered by Judge Matthew J.
