The Distr ict Court should also DISMISS Plaintiff's APA claims against all defendants other than the Federal Bureau of Prisons. Because this recommendation does not dispose of all claims, the action should remain open and should be returned to the Magistrate Judge for further proceedings consistent with Special Order No. 3-251.
