FINDINGS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE on case: Plaintiff's complaint should be summarily dismissed for lack of subject matter jurisdiction. In addition, plaintiff should be warned that sanctions may be imposed if she files other lawsuits that are dismissed for lack of subject matter jurisdiction or failure to prosecute.
