FINDINGS CONCLUSIONS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE: The Court recommends that the motion to proceed in forma pauperis be denied and the complaint be dismissed with prejudice. Plaintiff should also be sanctioned for his abuse of the judicial process. The Court recommends that Plaintiff be required to pay a $100.00 monetary sanction before filing any new civil action in this Court and provide proof of payment of such sanction when he files the new action.
