Filing 69 MEMORANDUM OPINION AND ORDER: The Court GRANTS 34 , 37 , 49 Defendants' motions to dismiss. The Court DISMISSES without prejudice the duplicative claims against Meeks in his official capacity, the retaliation claims, the conspiracy to int erfere with civil rights claim, and Defendants Catalan, Robinson and Whitten from the interference with mother-child relationship claim, and Defendants Hughes and Borton from the bystander liability claim. The Court GRANTS Defendants' motion to dismiss based on Plaintiff's failure to state her claims and Defendants' qualified immunity. The Court DENIES Plaintiff's motion for leave to amend her complaint. The Court DISMISSES without prejudice all of Plaintiff's remaining claims against individual Defendants and the County.
