Therefore, Petitioner is ORDERED to pay the $5.00 filing fee or file an application to proceed in forma pauperis, with the required certificate of inmate trust account, by December 13, 2019. PETITIONER'S FAILURE TO COMPLY WITH THIS ORDER MAY RESULT IN THE DISMISSAL OF THIS ACTION PURSUANT TO FEDERAL RULE OF CIVIL PROCEDURE 41(b).
