Findings and Recommendations on Case re: #3 Complaint filed by Shannon Brianna Boatwright. For the foregoing reasons, Boatwright's custody claims should be DISMISSED WITH PREJUDICE as frivolous and duplicative and her conspiracy claims should be DISMISSED WITH PREJUDICE as frivolous and for failure to state a claim. See 28 U.S.C. 1915(e). Further, the Court should decline to exercise supplemental jurisdiction over Boatwright's state law claims, if any, and they should be DISMISSED WITHOUT PREJUDICE.
