Your letter may also be liberally construed as a civil rights action under 42 U.S.C. 1983. If you are trying to raise any other types of claims, including claims under 1983, they must be raised in a separate civil action. The Clerk's Office has been instructed to forward you the forms used in other types of civil actions. Failure to comply with this order may lead to dismissal for failure to prosecute pursuant to FRCvP 41(b). Deadline to cure the deficiency is 30 days.
