NOTICE OF DEFICIENCY AND ORDER: Noland Byrd must address the following deficiency: he must submit an amended complaint on the enclosed form; pay the $402 filing fee or submit an Application to Proceed In Forma Pauperis with the required Certificate of Inmate Trust Account or if the petitioner intends to pursue a habeas action under 2241, he must submit and return the enclosed form for actions filed under 2241; pay the $5 filing fee or submit an application to proceed in forma pauperis with the required certificate of inmate trust account. Failure to comply with this order may lead to dismissal for failure to prosecute pursuant to FRCvP 41(b). Deadline to cure the deficiency is 30 days of the date of this order.
