SUPPLEMENTAL FINDINGS, CONCLUSIONS, AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE: For the reasons set out in the April 6, 2022 findings of fact, conclusions of law, and recommendation, the Court should dismiss Plaintiff Michael Ray Forbes's claims under the Federal Tort Claims Act for lack of jurisdiction, and, insofar as Forbes has amended his claims to allege constitutional violations, see Dkt.
