ORDER: The filing party paid the filing fee on 9/29/2023, and on 10/5/2023, he filed an "Amended Complaint for Procedural Violations" against numerous parties. (See doc. #20 .) His pro se filing is liberally construed as a new civil action rather as an action removed from state court. The plaintiff is now responsible for serving each defendant with a summons and a copy of the complaint in this case as provided by Rule 4(c) of the Federal Rules of Civil Procedure.
