DUPLICATE ENTRY. *** ELECTRONIC ORDER: The Court dismissed this action for lack of subject matter jurisdiction and denied Plaintiff's #5 Motion for a TRO as moot on August 5, 2025. See #11 Order. Plaintiff has now filed a renewed #13 Emergency Application for Temporary Restraining Order and Request for Injunctive Relief seeking the same injunctive relief already denied by the Court without addressing the Court's jurisdictional limitations.
