Plaintiff Bochra is BARRED from filing future actions in this Court unless he first (1) pays the $1,000 outstanding monetary sanction in the Northern District of Illinois and the $500 outstanding monetary sanction in the Seventh Circuit Court of Appeals, and second (2) obtains leave of this Court prior to any future filings. 3. All of Bochra's future submissions to the Court are LIMITED to 15 pages. Each party shall bear its own fees, and Defendants shall be awarded costs. All relief not expressly granted is denied. FINDINGS, CONCLUSIONS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE: For these reasons, Mark Bochra's action should be DISMISSED based on the filing restrictions previously imposed against him in the United States District Court for the Northern District of Illinois and the United States Court of Appeals for the Seventh Circuit. Bochra should also be BARRED from filing future actions in this Court unless he first (1) pays the $1,000 outstanding monetary sanction in the Northern District of Illinois and the $500 outstanding monetary sanction in the Seventh Circuit Court of Appeals and (2) obtains leave of this Court to do so. Further, any case filed, removed, or transferred without the applicable filing fee and obtaining leave of court (in which he is the plaintiff) should not be reviewed by the Court. Finally, the Court should require any submission made by or on behalf of Bochra be LIMITED to 15 pages. If this recommendation is accepted, to obtain leave to file, Bochra would be required to file an "Application Pursuant to Court Order Seeking Leave to File" with a copy of the proposed complaint (each limited to 15 pages) and certify that: (1) the claim or claims presented have never been raised and disposed of on the merits by any federal court; and (2) the claim or claims are not frivolous or taken in bad faith. Additionally, any application seeking leave to file would have to either cite to, or append, a copy of this Court's sanction order. Additionally, the Clerk of the Court is ORDERED to revoke Bochras electronic filing privileges as of the filing of this recommendation.
