Memorandum OF DECISION....the preponderance of the evidence shows that the govt breached a duty to Linda, which was a proximate cause of her injury. As such, Plaintiffs are entitled to recover for Linda's reasonable funeral and burial expenses. No award for pain and suffering is justified by the record.
