May 3, 2017	Filing 64 OPINION AND ORDER: Petitioner's petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 is DENIED as to grounds one, two, three, seven, eight, nine, ten, thirteen, and twenty-nine and DISMISSED with prejudice as to grounds four, five, six, eleven, twelve, fourteen, fifteen, sixteen, seventeen, eighteen, nineteen, twenty, twenty-one, twenty-two, twenty-three, twentyfour, twenty-five, twenty-six, twenty-seven, and twenty-eight under the procedural default doctrine. Further, pursuant to Rule 22(b) of the Federal Rules of Appellate Procedure, Rule 11(a) of the Rules Governing Section 2254 Cases in the United States District Court, and 28 U.S.C. § 2253(c), for the reasons discussed herein, a certificate of appeala bility is DENIED, as petitioner has not made a substantial showing that reasonable jurists would question this Court's procedural ruling or that he was denied a constitutional right.
