January 8, 2020 Opinion or Order Filing 83 Order Accepting 80 Findings and Recommendations: The Court has conducted a de novo review of the FCR. For the following reasons, Dunlap's Objections are OVERRULED, and the Court ADOPTS the reasoning in the Magistrate Judge's FCR. Accordingly, the Court GRANTS the City's Amended Motion for Summary Judgment and DENIES as moot the City's Motion to Dismiss. (Ordered by Judge Reed C. O'Connor on 1/8/2020) (skg)
