ORDER WITHDRAWING THE REFERENCE and, ORDER DIRECTING APPEARANCE OF COUNSEL: It is therefore ORDERED that in order to maintain this case, Jose Torres must either have legal counsel appear on his behalf, or have a parent or legal guardian represented by legal counsel appear in this case on his behalf, by no later than thirty (30) days from the date of this order. It is further ORDERED that if counsel has not entered an appearance in this case within 30 days, this case could be dismissed without prejudice without further notice for failure to prosecute pursuant to Federal Rule of Civil Procedure 41(b).
