The Court therefore ORDERS the clerk of Court to SUBSTITUTE Sheriff Waybourn as the respondent in the above-styled case and style the action as "Brandon Taylor, Petitioner, vs. Bill Waybourn, Sheriff, Tarrant County, Texas, Respondent." Having so construed the action, Petitioner's "Federal Filing Fee Analysis Report" attached to his petition indicating the amount in his inmate trust account as of January 11, 2021, is construed as a motion to proceed in forma pauperis pursuant to 28 U.S.C. 1915.
