July 13, 2021 Opinion or Order Filing 6 ORDER TO PAY FILING FEE: Petitioner, Franklin Thomas Carroll #2225969, a state prisoner, has filed a Petition for a Writ of Habeas Corpus by a Person in State Custody #1 and an Application to Proceed In Forma Pauperis with supporting documentation #3 .
