January 11, 2022 Opinion or Order Filing 4 ORDER APPOINTING COUNSEL, SETTING DEADLINES, AND DIRECTING CONFERENCE REGARDING THE FILING OF A BUDGET PROPOSAL granting in part and denying in part #1 ...The matters before the Court are the motion for appointment of counsel filed on Petitioner Wellss behalf on December 29, 2021 (ECF No. #1 ) and the status of this case. For the reasons explained below counsel will be appointed to represent Wells pursuant to 18 U.S.C. Section 3599(d). The Court grants the motion to appoint counsel but denies the request to appoint attorneys Gwendolyn C. Payton and Adam H. Charnes. Instead, the Court appoints attorney Georgette Oden as lead counsel and attorney Leigh Warren Davis as co-counsel and local counsel. The Court also directs appointed counsel to consult with the Circuit Case Budgeting Attorney about whether a case budget is recommended for this representation. If, after consultation with the Fifth Circuits Case Budgeting Attorney, such is deemed necessary, a budget proposal must be filed. The Court will also stablish a schedule for the filing of all relevant pleadings and state court records. The filing fee in this cause has been paid. (Ordered by Judge Reed C.
