Because Aloba may not proceed in forma pauperis and has not paid the $402.00 filing and administrative fees, the Court DISMISSES this action without prejudice as barred by 28 U.S.C. 1915(g). See Brown v. Megg, 857 F.3d 287 (5th Cir. 2017); see also Adepegba v. Hammons, 103 F.3d 383 (5th Cir. 1996), abrogated in part on other grounds by Coleman v. Tollefson, 575 U.S. 532 (2015). If Aloba intends to proceed with this action, he must first pay $402.00 to the clerk of Court and file a motion to reopen this case within 30 days of the date of this order. If Aloba intends to proceed in this action but does not seek relief under 42 U.S.C. 1983, he must notify the Court in writing within 30 days of the date of this order, further clarifying the specific relief that he seeks and the statute under which it is sought.
