Local Rule 3.1 states that a "complaint must be accompanied by a separately signed certificate of interested persons." N.D. TEX. CIV. R. 3.1(c). A review of the record reveals, however, that Plaintiffs failed to comply with Local Rule 3.1(c). Having considered the complaint, the state of the docket, and this Court's practice of strictly enforcing the Local Rules,1 the Court concludes that the Case should be dismissed.
