For reasons similarly set out in the Court's Order denying Plaintiffs' first request for a TRO (ECF No. #6 ), the Court concludes that the second request for a TRO should be, and is hereby, DENIED. In addition, the Court does not foresee granting any future requests for emergency injunctive relief in this case because Plaintiffs have failed to prove, at this stage, that a substantial threat of an irreparable injury exists.
