Filing 5 ORDER...Gladys Maria Graham, a pretrial detainee confined in Tarrant County Jail (TCJ), filed a letter that prompted the clerk of Court to open a new prisoner civil-rights action under 42 U.S.C. 1983. Proceeding pro se, Graham complains about various conditions of her confinement in TCJ and the legality of her arrest and detention. See ECF Nos. #1 , #4 . Graham may not join civil-rights claims and habeas claims in a single civil action because they have distinct factual and legal bases and are subject to different filing fees.
