ORDER: The Court exercises its inherent supervisory powers to DECLARE Lim to be a vexatious litigant. Accordingly, Lim is hereby WARNED that sanctions monetary or otherwise may be imposed for any future abusive litigation practices. As a precaution to prevent further abusive litigation, the Court finds it necessary to also ORDER Lim to obtain leave of court by motion before filing any future lawsuit in the Northern District of Texas. The Court of Clerk is DIRECTED to DISMISS without prejudice and CLOSE the CBE and Eckert Cases pursuant to Lim's Notices of Voluntary Dismissal (CBE Case, ECF No. 14 ; Eckert Case, ECF No. #19 ). Furthermore, the Clerk of Court is also DIRECTED to mail a copy of this order to Lim at the contact information provided in the CBE and Eckert Cases: (1) via email to [email protected] and (2) via mail to 4048 Ingram Drive Janesville, WI 53546. FINDINGS, CONCLUSIONS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE re: #1 Complaint, filed by Khor Chin Lim. The Court FINDS that Lim's litigation history has risen to the prevalence and level of harassment that existed in the cases cited above where sanctions were deemed appropriate. Accordingly, the undersigned RECOMMENDS that Judge O'Connor DISMISS Lim's claims, DECLARE Lim a vexatious litigant, and WARN Lim by order that (1) monetary sanctions may be imposed for future vexatious litigation considered to be abusive and harassing in nature; and (2) that Lim must obtain leave to court by filing a motion before he is permitted to file any additional complaints in this district.
