Because Sutherland may not proceed IFP and has not paid the $405 filing fee, the Court DISMISSES his complaint without prejudice as barred by 28 U.S.C. 1915(g). If Sutherland wants to proceed with this action, he must pay $405 to the clerk of Court and file a motion to reopen this case within 30 days.
