Further, the complaint fails to clearly indicate and provide the Defendant with notice of the claim being brought and the grounds upon which it rests. Accordingly, the Court hereby sua sponte ORDERS that this civil action be DISMISSED WITHOUT PREJUDICE. Plaintiff's Applications to Proceed in Forma Pauperis, filed February 11, 2019, and February 22, 2019, are hereby rendered MOOT following the dismissal of this civil action.
