July 1, 2021 Opinion or Order Filing 4 Order and Notice of Deficiency: Plaintiff's Complaint is deficient for two reasons: first, the Complaint does not meet the minimum pleading requirements of Federal Rule of Civil Procedure 8(a); second, Plaintiff did not pay the $402.00 filing fee or file a signed Application to Proceed In Forma Pauperis.
