NOTICE OF DEFICIENCY AND ORDER: The Court orders Petitioner to file an amended motion to stay and abey his federal habeas proceedings, including a statement explaining what good cause exists to permit his premature filing, within 30 days of the date of this order. He must also attach a complete habeas petition on the court-approved form and either pay the $5.00 filing fee or file an application to proceed in forma pauperis and a certificate of his inmate trust account within 30 days from the date of this order. If Petitioner fails to comply with this order, the Court may dismiss this action without further notice.The Clerk will mail to Petitioner a Section 2254 form stamped with this cause number for his use in complying with this order. Petitioner may obtain an application to proceed in forma pauperis and a certificate of his inmate trust account from the law library at his current prison unit.
