Filing 6 ORDER: The Court therefore ORDERS that: 1. Rios's IFP application is denied. (Doc. 2). 2. Rios's complaint is dismissed with prejudice as barred by 28 U.S.C. 1915(g) and as malicious and for failure to state a claim under 28 U.S.C. 1915A(b)(1). 3. Rios must pay the $100 sanction to the Clerk. Until he does so, Rios is barred from filing any new civil action in this Court. 4. Rios is BARRED from filing any new complaint, either directly in this Court or indirectly by transfer to this Court, unless he first obtains leave of court.Any motion for leave must include proof that he has paid the monetary sanction imposed above and a complete, proposed complaint on the required form. Any document submitted by Rios that does not comply with this order will be docketed for administrative purposes only, will not be returned to Rios, and will not be considered or reviewed by the Court.
