February 17, 2026 Opinion or Order Filing 6 NOTICE OF DEFICIENCY AND ORDER. The Clerk is directed to change the caption of this case to reflect that the only proper petitioner is Angel Daniel Moran Quiroga, who is proceeding pro se. Norberto E. Martinez Romero will be removed as a party to the case. As a result, if Petitioner Moran Quiroga wishes to pursue these habeas claims, he must file an amended petition within 30 days. The amended petition must be signed. If Moran Quiroga fails to timely file an amended petition, the Court will dismiss this action for want of prosecution without further notice. The Court denies the emergency motions for temporary restraining order or expedited review without prejudice to Moran Quiroga's right to seek relief in his own name. Dkt. Nos. #2 , #3 .
