Filing 15 ORDER CONSTRUING PETITION FOR WRIT OF HABEAS CORPUS AS A CIVIL COMPLAINT, and NOTICE OF DEFICIENCY: It is ORDERED that the October 13, 2022 petition under 28 U.S.C. 2254 is construed as a civil complaint. It is ORDERED that if Plaintiff Turner wishes to maintain this case as a civil complaint, he shall cure the aforementioned deficiency by completing and filing the civil complaint form by no later December 15, 2022. Before this Court even had a chance to review Turner's pleading and history, he filed several Motions/documents that relate to attempts to supplement and amend his claims in this case. ECF Nos. #8 , #9 , #10 , #11 , #13 , and #14 . All of these documents are DISMISSED without prejudice to Turner's right to assert any claims he seeks to incorporate in this action by listing them in the form civil-rights complaint. Other than filing the fully completed civil-rights complaint form, Turner shall file no additional motions or pleadings without seeking leave of Court. Any party instituting any civil action (including an action for a TRO or injunctive relief) is requiredto pay the filing fee of $350.00 listed in 28 U.S.C. 1914. Tuner has also filed a request to waive filing fees. ECF No. #12 . Because the PLRA (28 U.S.C. 1915(b)(1)) mandates that prisoners pay the filing fee, Turner'srequest to waive the payment of filing fees (ECF No. #12 ) is DENIED. (Ordered by Judge Reed C.
