("ISSMS") are clearly foreign corporations and the parties appear to agree that Inchcape Shipping Services World, Ltd. ("ISSWL") is also a foreign corporation. See, e.g., Defs. Mem. in Support of Mot. to Dismiss 9, ECF No. 17-1 ("[ISSWL] is a corporation domiciled in the Cayman Islands."). As the plaintiff notes at page 13 in his opposition, Connecticut's long-arm statute governing jurisdiction over foreign corporations is Conn. Gen. Stat. 33929. Subsection (f) empowers only "a resident of this state" or a "person having a usual place of business in this state" at the time of filing suit to sue a foreign corporation in a Connecticut court. Conn. Gen. Stat. 33929(f). See Matthews v. SBA, Inc., 149 Conn.App. 513, 556 (2014) ("The plain language of the statute speaks to the time of the filing of the suit, rather than the time when the underlying events occurred, as the operative moment at which the 'usual place of business' or residency requirement must be satisfied").
