ORDER OF ADMINISTRATIVE CLOSURE pursuant to the sanction orders in Fletcher v Wilkinson, No. W-04-CV-135 (W.D. Tex. 2004) and Fletcher v. Guana, No. 2:20-CV-201 (S.D. Tex. 2020). The orders provide Plaintiff is barred from filing any future civil actions in any federal court without first seeking leave of the court in which he desires to file an action and without first paying his sanctions. Plaintiff has not sought leave to file a new action and does not provide proof of the payment of sanctions. Accordingly, he was not permitted to file a new civil action in this court. Forthcoming submissions other than a notice of appeal will be neither addressed nor acknowledged. Orders barring attached. (lt)
