June 15, 2000), which sanctioned Petitioner $100 and barred him from filing any future civil action unless accompanied by the entire fee and written permission to file from a federal judge. Pursuant to the sanction, Petitioner is not authorized to file a new action, as he has not requested or obtained leave to do so and has not paid the filing fee for the case.
