After review of Plaintiffs IFP Application, the Court has determined Manns first request to proceed IFP (ECF No. 2) should be DISMISSED AS MOOT and Manns second request to proceed IFP (ECF No. 12) should be GRANTED. Plaintiffs Complaint (ECF No. 1) is accepted by the Court without prepayment of fees, costs, or security. IT IS ORDERED that within thirty (30) days from the date of this Order, Plaintiff must show cause why his Complaint (ECF No. 1) should not be dismissed pursuant to 1915(e)(2)(B)(i)(ii) and 1915A(b)(1), for failure to state a non-frivolous claim, by filing an amended complaint that cures the deficiencies noted in this Order.
