To the extent Lucass filing is construed as a petition for habeas corpus relief it is DISMISSED WITHOUT PREJUDICE because Lucas is not authorized to file a new habeas petition due to his previous sanctions. To the extent Lucass filing is construed as a civil rights complaint, his complaint is DISMISSED WITHOUT PREJUDICE pursuant to the three-dismissal rule of 28 U.S.C. 1915(g).
