Filing 2 MEMORANDUM ORDER. Plaintiff's application to proceed in forma pauperis is hereby GRANTED, and Plaintiff may proceed without paying the Court's filing fee. The Court DIRECTS the Clerk to file Plaintiff's Complaint in this case. However, for the reasons set forth, the Court finds that the Complaint must be dismissed for lack of subject-matter jurisdiction. Plaintiff's Complaint is DISMISSED WITHOUT PREJUDICE. Furthermore, the Court certifies that an appeal in forma pauperis would not be taken in good faith pursuant to 28 U.S.C. 1915(a)(3), and therefore.
