MEMORANDUM ORDER (Granting Plaintiff's Motion to Proceed In Forma Pauperis and Dismissing the Complaint) Plaintiffs Application to Proceed In Forma Pauperis is hereby GRANTED. Plaintiff may proceed in this case without paying the Court's filing fee, and the Court DIRECTS the Clerk to file Plaintiffs Complaint. The Court finds that Plaintiffs Complaint fails to state a claim on which relief may be granted. Accordingly, the Court DISMISSES Plaintiffs Complaint pursuant to 28 U.S.C. 1915(e)(2)(B)(ii). Based on the Complaint's failure to state a claim, the Court certifies that an appeal in forma pauperis would not be taken in good faith pursuant to 28 U.S. C. 1915(a)(3).
