It is ORDERED that: 1) The petition shall be FILED; 2) Respondent shall file a responsive pleading within sixty (60) days of the receipt of this Memorandum Order; 3) Petitioner is subject to the requirements of Rule 5 of the Federal Rules of Civil Procedure. From this point on, Petitioner must serve a copy of every document on all parties. Service shall be made by mailing a copy of the document to the party's attorney. If the party is not represented by counsel, Petitioner must serve the party by mail. Service shall be made upon Respondent by electronically transmitting a copy of this Memorandum Order and the petition, to the United States Attorney for this District and to the Attorney General of the United States at Washington, D.C. March 5, 2020 Opinion or Order Filing 2 MEMORANDUM ORDER (Conditionally Filing 28 U.S.C. 2241 Petition). It is ORDERED that: 1) The Petition is CONDITIONALLY FILED pending payment of any assessed filing fee; 2) The Clerk of the Court is DIRECTED to process Petitioner's request to proceed in forma pauperis.
