The Court has reviewed the amended complaint and concludes that the amended complaint does not comply with the Court's August 10 Order. Moreover, the Court cannot discern whether it has subject jurisdiction over this matter. Nevertheless, the Court will give the plaintiff a final opportunity to comply with its directives.
