ORDER that this matter comes before the Court on the pro se plaintiff's motion to proceed in forma pauperis and his proposed complaint. (ECF No. #1 ).Upon due consideration, the Court finds that the plaintiff cannot pay the costs of proceeding in the instant case. Accordingly, the Court hereby GRANTS the plaintiff's motion to proceed in forma pauperis and DIRECTS the clerk to docket the complaint. The Court, however, DISMISSES the plaintiff's complaint (please see Order for additional information.) It is so ORDERED. Signed by District Judge John A. Gibney, Jr on 03/23/2021.
