MEMORANDUM ORDER. The Court GRANTS the Motion to Dismiss, #4 , and dismisses Robinson's Complaint WITHOUT PREJUDICE. In the interest of justice, the Court GRANTS Robinson leave to file an Amended Complaint. Should Robinson choose to do so, he SHALL file the Amended Complaint no later than 14 days from the date of this order. The Amended Complaint must comply with the Federal Rules of Civil Procedure and the Local Rules for the Eastern District of Virginia. The Court ADVISES Robinson that a failure to file the Amended Complaint by the deadline set forth in this Order could result in immediate dismissal with prejudice for failure to prosecute under Federal Rule of Civil Procedure 41(b).
