It is hereby ORDERED that the Clerk shall file the proffered Complaint; and it is further ORDERED that, by October 15, 2021, Lynch shall file an Amended Complaint, with a Ghostwriting Form attached, which outlines in simple and straightforward terms why Lynch thinks that he is entitled to relief and why the Court has jurisdiction over his case. Lynch is ADVISED that, if he does not satisfy these requirements, the provisional grantof relief to proceed in forma pauperis will be withdrawn and the Motion to Proceed In Forma Pauperis will be denied.
